Trumped part I: America's gimp

Australian foreign policy has changed profoundly in the past few weeks, more so than at any time since 1942 - but with the important difference that the current Commonwealth government seems at a loss for how to deal with it.

Our information about what was important to US voters, and how they might use that information to choose their President and Congress, was poor. The government has sources of information that go beyond the traditional media, such as an Ambassador who was a recent member of the Cabinet, and a golf course designer who has done business with the President-Elect. The rest of us, however, are left with this sinking feeling that we've all been had in assuming US voters would head off Trump, and this will get worse as media both deny any culpability and assert an exclusive and indefinite right to misinform us under the guise of reliable, factual, and relevant information.

First, let's go around the media and work out how Australia's relationship with the US and other countries is likely to be changed. Then, let's aim squarely at those Australian media dipsticks trying to crawl from the wreckage of their credibility, and remind them of the conditions under which they are to go forward, if at all. Finally, I want to explore the media's obsession with this idea of the "alt-right", while at the same time failing to examine the idea in any depth.

Since US troops were first committed to the battlefields of World War I in 1918, Australians have fought beside them. In World War II, Korea, Vietnam, Iraq, and Afghanistan, and other operations besides, Australia has joined US combat aims and suffered losses of blood and treasure. This relationship has shaped the foreign policy behaviour of both countries.

In Australia, it has bred a political monoculture across the governing parties that the US is the guarantor of Australia's political and economic success (and that of other countries, such as Japan or the Philippines) in the Asia-Pacific region. This is supported by a range of institutions, such as the Australia-America Leadership Dialogue or Fulbright Scholarships, which reinforce this relationship. Australians seeking a career in foreign policy, whether partisan (by becoming a member of a political party) or not (by eschewing party politics and following a career in academia or diplomacy), looked to US foreign policy as the star by which all vessels steered.

There is no way of regarding Australia's relationship with the US as anything other than closely intertwined with the broader aims of US foreign policy: outlooks and proposals that might have seen Australia break with the US altogether, or diminished the relationship (e.g. by closing Pine Gap or banning nuclear warship visits) were cast to the fringes of Australian politics and not entertained by serious careerist pragmatic people.

In the US, we have seen a bifurcation between official rhetoric warmly praising our alliance and a sub rosa commentary taking Australian support for granted, verging on contempt. "We think you're an easy lay", recalled Jack Waterford in outlining occasional Australian disagreements within a generally close relationship.

Yesterday we saw the Prime Minister admit that he tried and failed to secure a meeting with Trump, along the lines of Trump's meeting with Japanese Prime Minister Abe. One missed meeting need not have much long-term significance - but it hints at something more foreboding for the relationship, certainly as far as Australia's political monoculture is concerned.

Donald Trump's method of campaigning collapsed the difference between official high-sounding rhetoric and sub rosa contempt in almost every area of policy. While other conservatives were happy to mouth platitudes about freedom and equality while courting bigots through 'dog whistling', Trump was openly racist, sexist, and dismissive of people with disabilities - including veterans. Let's not pretend Trump is different to what he is. Let's have no truck with the fatuous media make-work scheme that is 'the walkback', and apply this pattern - seen throughout this campaign and beforehand - to US-Australian relations into the foreseeable future.

Trump will be openly dismissive of the Turnbull government and of Australia. Trump will openly state that Australia needs the US more than the reverse, and will make demands not even the most craven Washington-phile Australian could support, or even entertain. He and his Administration will be dismissive of the women who are Ministers for Foreign Affairs and Defence in this government, and of their shadows. Political opponents of the current government will titter at this new scope of failure, but the sheer effrontery will transcend partisanship and go to the regard in which our nation is held.

Nothing transforms a relationship (any sort of relationship) like stripping back the honeyed words and seeing it for what it is. It will be a massive break from the norms of the Australia-US alliance.

US Presidents have hung Australian PMs out to dry from time to time, as collateral damage for broader geostrategic reasons. In 1956, President Eisenhower refused PM Menzies' request to intervene in the Suez Canal crisis because of the US's wider interests in western Asia at the time. In 1972, PM McMahon condemned his political opponent Gough Whitlam for visiting and recognising the People's Republic of China - unaware President Nixon was about to do so, again playing a wider game.

Trump will wrongfoot Turnbull. He will do the same to any other putative Australian PM you might name. This is how the man does deals.

The best way to catch Trump out will be to catch him when he's distracted, as we've seen from his hasty and inadequate settlement of Trump University lawsuits. The current government may well be canny enough to do this - or not.

In his address to the Australian parliament in 2011, President Obama said that the US would be less inclined to unilaterally enforce international rules and norms and called upon allies in the region to do more to support shared aims, and expected allies to step up and share more of the burden. Australia is building warships at a rate never seen before because the US has indicated that it's in our best interest to do so.

Some commentators noted Trump's remarks along similar lines of making allies shoulder more of the military burden that had fallen to the US, and compared his approach to mafia shakedowns - but he was, in his crude way, aligning with bipartisan US policy. None of the Republican candidates Trump defeated in the primaries, certainly not Hillary Clinton and still less Bernie Sanders, were arguing for a Pax Americana where a rules-based global system is set up and enforced by the US military commanded by its President.

Criticism of Trump's rhetoric on this issue is just hype, snobbery, and bullshit: the central flaws of all his opponents' unsuccessful campaigns.

This isn't to normalise Trump. It's to do what the Australian media should have done, but failed to do: take his record and project it forward onto how a Trump administration might treat Australia within its view of the world. Australian journalists observing US politics, whether from Australia or on assignment in the US, tend to avoid original sources of information: they read The New York Times and The Washington Post and other established media outlets, not realising the audience in Australia for US politics can and does access those same sites - and more.

The Australian Broadcasting Corporation covered the US election by sending reporters to Washington and having them relay banalities from CNN and Politico, which they could have done from Ultimo or Canberra. Shipping those people all that way gave no additional insight at all (except that ABC News thinks their audience are mugs, and should stop gibbering about resource constraints).

Most of the reasons why this deeply weird man was elected have nothing to do with us. The political class in Australia will hunker down and wait for him to pass, assuming the Democrats can and will come up with a candidate in 2020 that can beat Trump. The hunkering down will mean Australia both misses real opportunities in Trump-led US, and underestimates benefits awaiting us after he goes. They will underestimate the extent to which Trump has and will change the landscape, rendering "back to normal" impossible: there is no normal, there is no back.

Our leaders will not, however, do the hard but necessary work of rethinking the Australia-US relationship from first principles. The information isn't available; the very act of doing so is way outside our Overton Window.

Foreign policy wonks have said for a long time that we are moving from a world where the US calls the shots to a multipolar world, where other powers (e.g. Russia, China, India - maybe the EU if they can hold it together) play an important but not final role, along with the US playing a similar, diminished role. The trick, as they saw it, was to manage the transition peacefully. Part of this managerial assumption was that the people of the US would go along peaceably with their country's diminished role, diminished expectations thing. What else are they wrong about?

Australia will have to operate across a much broader front than they have; there will be fewer (expected, positive) options from Washington and more options from Beijing, Jakarta, Delhi, Lima, Nairobi, Berlin, etc. Politicians can't do this. Big corporates can't do this. "Pragmatic people" will blame everyone but themselves. There will be opportunities through sport or other means that are not directly linked to politics or trade, but which will open opportunities in those areas, which Australian politicians and corporates will miss and whinge about when their passing becomes clear. You won't need an app to disrupt foreign policy. Australians are heading into a time of missed opportunities. Coal and hobbled broadband will hold us back. Traditional media will barely notice.

For all its longueurs and ponderousness, foreign policy moves quickly when needs must. In 1910 Britain was indisputably the world's mightiest power: ten years later it was a whimpering basket-case of debt and pain, and Australian foreign policy (such as it was) didn't cope well then either. In 1941 John Curtin reached out to the USSR as the pre-eminent military power of the time; ten years later Australia's postwar consensus had hardened against the Soviets and the government sought to ban the Communist Party. We are again in such a moment of transition.

Nobody has any grounds for believing that our current ministers or their shadows have what it takes to set the nation on a new course in terms of foreign policy, defence, trade, or anything else involving the US; only hacks will pretend, only fools will believe them.

Democracy and the Senate

Having seen the process by which a major party chooses its Senators, I don't share others' sympathy for the idea that minor parties are a blight on our democracy. The Liberal Party isn't quite like the Thompson quote above but its processes and standing ought not be taken at face value, as the government and the press gallery would have you do.

The government has moved far too swiftly from identifying a problem (that people get elected to the Senate with a relatively small first-preference vote) to coming up with a solution. This swiftness is definitely indicative of inept politics and bad government, and may indicate that the fix is in and being hurriedly disguised.

The government can have no confidence that it has come up with the best solution - or even the one that will work best to suit its own purposes. Nobody will laugh harder than me if when a carefully set up arrangement comes back to bite the Coalition, very hard and not at a moment of its choosing.

A laboratory of democracy

South Australia was one of the first jurisdictions to extend the vote to (non-Indigenous) women, and to abolish the property qualification for voting. If we are going to talk about democracy, let's start there.

Before he got into state parliament, Nick Xenophon worked hard at building a political base and this continued while he was in that state's upper house. When you go back through media files trying to work out why he was so popular, all you can find is a) stunts and b) criticism of stunts, which leads to c) journalists not reflecting on their own gullibility, but attributing Xenophon's popularity to stunts.

The issues journalists mention in passing - poker machines and Xenophon's opposition to them, for example - seem to have no connection to people voting for him. No, it must be all about the stunts. The stunts from which experienced journalists from the popular and vital traditional media simply cannot turn away.

By contrast, Cory Bernardi's views are supported by a much smaller proportion of South Australians than Xenophon's. The difference is that Bernardi has worked out how to make the Liberal Party act as a host organism for his views and his career. When complicated, thorny matters come before the Senate, Xenophon cuts deals while Bernardi simply blurts out "here I stand!". The deals have the greater impact on policy outcomes, but press gallery journalists can't cover those. They can, however, cover Bernardi's blurts and Xenophon's stunts.

Set aside Senate voting rules for a moment. Nobody in parliament has done more to get large Defence procurement contracts built in Adelaide than SA Liberal Senator Sean Edwards. At the coming election the SA Liberals have chosen not to make Edwards their lead candidate. The government may not have made a decision on building Defence projects in Adelaide, or it may have and is waiting for an opportune moment to announce it; Labor is in the same position (whatever that may be).

Imagine being a South Australian voter who wants large Defence procurement contracts built in Adelaide:
  • You could vote for Edwards, but he's just a backbencher who gets overruled regularly, and the Liberals may not come through with building Defence projects in Adelaide regardless of any announcement; or
  • You could vote for someone else who has less demonstrated commitment to having large Defence procurement contracts built in Adelaide, but who'd be happy to claim any credit that may more properly belong with Edwards.
Go ahead, talk to me about the people's will being expressed through the ballot box, and why that only applies to the major parties and not the minors.

You could argue that Bernardi's party better reflects the views and aspirations of South Australians than Xenophon's, and that any conflict between them must be resolved in favour of Bernardi's party. Indeed, this is what the government is arguing. Their proposals for the Senate would make the limitations of the Liberal Party (bad policy, wrong people, "here I stand!" inflexibility) the limitations of our democracy as a whole.

The whispering and the silence

I see your concerns about Ricky Muir, in the Senate having won fewer first-preference votes than many municipal councillors. He's in the Senate because there was an outpouring of preferences that gushed forth in ways that even the smart operators could not predict, and have not legislated for effectively after the fact.

As backroom political operators go, Glenn Druery or Peter Breen are just as clever and ruthless and devious as Graham Richardson or Clive Palmer or Sir Lynton Crosby. They are certainly not less principled, nor more of a danger to our democracy. All of them could scarcely be less interested in the policy outcomes of their shenanigans than the press gallery. The major party operators whose web of preference deals ended up with Muir are to blame, if that's the right word, for him being elected.

Those people, backroom operators who shun and often disdain the spotlight that comes with holding elected office, underestimate the effect their negotiations have on policy outcomes. The Victorian ALP in 2004 thought they were terribly clever in preferencing Family First, but preferences in that election saw a sitting ALP Senator (Jacinta Collins) unelected and an essentially conservative Family First Senator elected in her place. In 2013 SA Labor elected Family First's Bob Day. I don't know what Labor gets from doing all those favours for FF but I hope it's good.

There are other examples: no polling, no appeals to party principle or good government have any sway with such people.

Consider that Senators Santo Santoro and Bob Carr had each:
  • been selected by their respective parties (the Queensland LNPP and the NSW ALPP) to fill casual vacancies;
  • been appointed to ministerial office (Cabinet in Carr's case); and
  • resigned from the Senate, without having faced voters (in Carr's case, he had been elected in 2013 but chose not to sit as a Senator from 1 July 2014).
They were government ministers without having been elected to parliament. Executive government works like that in the US, Germany and Iran, but not in Australia. Never mind the efficacy of those ministers (notice I was being bipartisan! Journalism doesn't get any better than that), consider their participation in our government from a democratic point of view.

Consider also that Eric Abetz had been appointed to the Senate and elected from a major-party ticket without having been eligible under citizenship rules. Such rorts upon our democracy are not addressed by the government's current reforms. Lucky Ricky's big break isn't quite irrelevant, but it is less outrageous that it might seem.

As with Carr or Santoro, post-election justifications/criticisms of Senator Muir do not address the question of whether he should have been elected in the first place. Consider what might happen if Senator Muir had to be replaced. It is hard enough for the machinery of major parties to whirr into action, but the processes of the Australian Motoring Enthusiasts Political Party (Victoria Division) is more opaque than the Victorian Liberals' processes to select a candidate for Goldstein - and that party has rules against commenting to the media.

Nonetheless, I'd argue that Senator Muir is fulfilling his mandate better than the Prime Minister who was elected to government in 2013 fulfilled his, even allowing for the paucity of legislation, regulation and expenditure on issues directly affecting the motoring enthusiast. He might be a good example of New Democracy Foundation proposals that would make government deliberations similar to the way we assemble juries today.

Context is everything

Our friends in the press gallery insist that we can't discuss political issues among ourselves, because politics is all about the context and that you have to be in Parliament, with a press pass, before you can possibly understand The Context (leaving aside the fact that they frequently miss issues that might elucidate The Context in different ways, or in ways that don't flatter their secret sources, or that they are easily distracted to the point where dull subtleties elude them even when well explained, etc.).

Not being press gallery journalists, we can wonder whether picking a fight with cross-bench Senators before a make-or-break Budget is wise, given that said Senators have stymied all but the basic supply elements of the last two Budgets, leaving people wondering what this government is about and what it might be capable of.

Not being press gallery journalists, we can wonder whether this government has the standing and the political/campaign skills to not only secure a majority in the House of Representatives, but to also secure a majority in the Senate; and should it fail to secure a Senate majority, what its fallback position might be in terms of getting legislation passed.

 Not being Phil Hudson, this blog is not gibbering on about the prospect of an early election. Not being David Crowe, one does not begin panting when Malcolm Turnbull rises to speak.

If we were press gallery journalists diarists we'd think it was terribly significant that (say) Wyatt Roy and Ed Husic appeared to be wearing similar ties. We'd chew up a lot of time and space on that, and elsewhere public servants up to no good would sigh from sheer relief that their work can continue unhindered - rather than suffer the social media pile-ons that beset our hard-working and experienced friends in the gallery.

Not being press gallery, we don't have to all focus on one perspective of one story at any given time. We can note that the government is not only messing about with Senate voting rules, it is also changing the way the beleaguered traditional media is regulated. Organisations that employ most of the press gallery - including the radio business - are in dire financial trouble, not entirely but partly because they employ such dills and tend to run the wrong stories.

Even with a favourable regulatory environment they are far from guaranteed to survive until 30 June 2020: the day Senator Muir's term is due to end, the day the term to which Bob Carr had been elected is due to end.

Two suggestions for democratic Senate reform

I agree that the current method for electing Senators (and the similar one for electing NSW MLCs, for that matter) needs work. It is not broken; broken politics is where armed mobs storm parliamentary chambers, kill their members, and set them on fire. The challenge for reform is not to demonstrate breakage, nor cause it, but to put in place preventative maintenance.

Voting for the Senate still needs work to make it more democratic than it is. The first reform would be to change the way we cast votes. The second would be to change the way we count them.

You either have a preferential system or you don't. If you only have one preference for who you'd like to represent you in parliament, mark that candidate as [1] and put your ballot paper in the box. If it "exhausts", so what? A vote is not a wager. If you place a candidate last, and that candidate wins, you haven't been robbed of democratic legitimacy.

I say this as a below-the-line voter myself. Since the NSW Liberals put Bronwyn Bishop atop their ticket in 1990 I have numbered every square. My heart sinks at the hundred or so squares on the ballot in NSW, but as I've said at each election I:
  • put the christianists, racists, goons, and various flavours of marxist equal last; then
  • put the dozen or so genuinely preferred candidates 1-n; then
  • rank the rest, usually giving up so that my ballot exhausts at about preference 65 or whatever; then
  • go back and rank particularly noxious candidates last, second last etc., until I realise I've spent far too long in the booth as it is; then
  • cast the damn ballot and go home.
The fact that I have to number 90% of squares is bullshit, as is the phrase "optional preferential".

In terms of counting votes, we should start from the top down and put more emphasis on higher-preference (that is, lower-numbered) votes.

As more than one party can run as a ticket (e.g. the Liberals and Nationals), and as individuals can aggregate their places on the ballot paper to form tickets, let's refer to parties on the ballot as Tickets. Let's consider the extraordinary possibility that an individual outside a party might be able to command a quota (or close to it) through below-the-line votes: let's designate such a phenomenon as a Ticket in themselves, for the purposes of this. A typical result for a half-Senate election in a state might look like this, with vote tallies expressed as Senate quotas:
Ticket A: 2.4
Ticket B: 1.9
Ticket C: 0.8
Ticket D: 0.6
Tickets E-Z: 0.0001 - 0.5
The way it happens now, Ticket A would have its first two candidates elected, and the top one for Ticket B. Remaining votes would then be counted, then the candidate with the fewest votes eliminated and their preferences distributed, until the remaining three quotas were filled.

I'd continue the practice of awarding candidates with whole quotas, but with what I think is a democratic difference. I'd award the remaining quotas to the candidates who had most first-preference votes, and the fewest highest-preference votes to make up a quota.

Let's apply this to the numbers above. Take out the three quotas claimed by Tickets A and B and the numbers look like this:
Ticket B: 0.9
Ticket C: 0.8
Ticket D: 0.6
Ticket E: 0.5
Ticket A: 0.4
Tickets F-Z: 0.0001 - 0.5
The onus then would be on remaining Tickets to get as many second preference votes, then third preferences, then fourth, etc., until all the quotas were filled. Tickets B, C and D would obviously have the advantage in this scenario but it would be possible for A, E, or other lower-ranked Tickets to get (extraordinary? unlikely?) levels of second-preference votes to take a quota.

The focus would be on first preferences over second preferences, second preferences over third, and respecting voters' expressed wishes over all other considerations: even the convenience of party officials and journalists.

This would obviate the problem of setting up an arbitrary threshold (5%? 10%? 3%? Should parties be deregistered if they fall below that level?) for minimum admission.

It would mean that smaller parties aggregating votes would not be able to spread their bets - and nor would major parties playing silly-buggers with their own preferences.

If, say, the Labor Political Party chose for its second preferences to go to the Family First Political Party, then they should say so and be accountable to their members. If the Greens Political Party preferenced the Liberal Political Party ahead of the Labor Political Party, then that too should be a matter of public record. Political parties lack mechanisms for calling to account the strategic allocation of votes to other parties, and for evaluating such allocations over time.

The major parties have a number of people with an obsessive focus on obscure areas of electoral law, but whose judgment in those areas is poor. They are regarded as sages by default. Major parties should not use changes to electoral law to substitute for their shortcomings.

Brough enough

As we head into the end times for Mal Brough, let's consider how his career represents several things wider than him: machismo, keeping Aborigines "in their place", opportunity costs, and the price of loyalty. Oh, and of course, piss-poor standards of political journalism.

Act I: Taking the crease

Before first entering parliament for the electorate of Longman (now held by Wyatt Roy) in 1996, Brough had been an army officer. The press gallery singled him out for Big Things. When Tony Abbott was promoted to Cabinet in 2001, Brough replaced him as Minister for Employment Services.

Malcolm Farr made a telling anecdote [link broken] about Brough at a cricket match. Because Farr is an old-school journalist in the mendacious world of political reporting, he did not use that anecdote to look into what Brough did and how he did it, questioning his statements and fitness for office generally; instead, the coverage of him (by Farr and others in the press gallery) is pretty much all direct quotes and giving Brough the benefit of the doubt.

Act II: Hubris

In 2004 Brough became Minister for Revenue and Assistant Treasurer to Peter Costello, where he was responsible for hacking into the tax base at the very time the mining boom was taking off. Part of the reason why Wayne Swan, Joe Hockey, and now Scott Morrison, have been unable to do much about the revenue side of the budget is because of Brough's hard work back then. It's notable that those tax breaks did not lead to the private sector picking up the slack in terms of infrastructure; Australian history suggests that where government fails to take the lead, no infrastructure magically appears. Interesting experiment, though.

In 2006 Brough entered Cabinet as Minister for Families and Community Services and Indigenous Affairs. This might sound like he was doing squishy welfare stuff; not a bit of it. Brough came up with the idea of using a report into sexual abuse in Northern Territory Aboriginal communities, Little Children are Sacred, as a pretext to send the Army in to occupy those communities and stamp out anti-social behaviour. He ignored the report and there is no evidence it made much of a difference one way or another, but it made a big splash - this may explain why Labor kept it after 2007. Frances Jones shows how Brough encouraged the Tiwi Islands Land Council to adopt schemes that created no jobs and degraded the environment: a lose-lose situation for people who were doing it tough already.

Despite the demonstrated lack of any link between the Northern Territory Emergency Response and any sort of success metric, the press gallery remained convinced that Brough was an action man and a Liberal star on the rise. He was Hotspur to Tony Abbott's Prince Hal. Consider this table of Sheer Damn Manliness:

Act III: Nemesis

If Mal Brough had held Longman in 2007 then he, not Tony Abbott, would have been the favoured candidate for leader when Turnbull stumbled in 2009. Brough would have negated Rudd's Queensland appeal and been a bit more presentable than the often uncouth and puerile Abbott. The press gallery would have loved that action-man crap and Labor would hardly have been in a position to criticise his failures in Indigenous policy, having perpetuated them.

But, he didn't. If ever a minister was going to come out of the Howard government and fall into a series of cushy boards and advisory roles, according to the political-class fantasy, he was it. Brough faffed around and ended up as the last Queensland State President of the Liberal Party. He was against the merger with the Queensland Nationals that formed the LNP: he lacked the clout to stop it altogether and the wit to turn it to his advantage. He looked truculent, like a lamb trying to back out of a sheep-dip at the last minute, rather than a political operator contributing to something bigger than himself. It meant he couldn't secure a seat for 2010, which may have seen him back in Cabinet in 2013; more faffing around, this time outside the LNP power structure.

George Brandis also showed his true colours at this time, putting up a token resistance before succumbing. As Attorney-General his role has been to talk about John Stuart Mill, but then assert that civil liberties must be sacrificed to Daesh and that you can exercise a right to bigotry. If your idea of political activism and progress is to offer a token resistance before succumbing, Brandis is your model for involvement in major-party politics.

By 2012 Brough had come around to the idea that politics was his only real career option, and that he had no choice to suck up to people who were once his peers and juniors. Brough was a minister when Peter Dutton was first elected; when Brough went into Cabinet Dutton had taken over his junior portfolio. Dutton had been re-elected in 2007 and was cruising to a Cabinet role without doing anything. As Peter Slipper committed political suicide by all but switching to Labor, Brough could have played the statesman and let the LNP bring Fisher to him - but instead, he got his hands dirty. That sexist menu for his fundraiser in 2012 (no I won't link to it) is a perfect example of officers' mess wit.

As with Kathy Jackson, Independent Australia were onto Brough from the outset. The press gallery resisted the allure of sleaze and illegality because Brough was part of the Restoration narrative. This is why there's no point dipping into broadcast-media summaries, and why ABC reporters look silly when they write off questioning of Brough as 'Labor mischief': the Ashby thing ain't their mischief. IA put out numerous articles and a book on the matter while the broadcast media can offer only potted half-embarrassed recaps.

Act IV: You can't step in the same river twice

When the Abbott government took office in 2013 there were a few changes to the Shadow Ministry becoming Ministers, but basically the Abbott government was all about restoring the Howard government as though nothing had happened between then and 2007. Two Howard-era Cabinet ministers elected in 2013 did not get a portfolio - Philip Ruddock and Mal Brough - and Ruddock had declared he didn't want a portfolio. Brough sucked it up and got on with backbenching, and the press gallery stopped gushing over how great it was to have the old gang back together. Brough didn't have the twinkly-eyed gravitas of veterans like Philip Ruddock or Warren Entsch, and wasn't a fresh face either.

The LNP merger Brough had so opposed was designed to make it easier for the Coalition to win State government in Queensland. Brough had foreseen that it would be a disaster, and the performance of the Newman government 2012-15 proved him right. In politics you can be a drunk, a thief, a sex maniac and/or a terror to work for, and people will cover for you; but get proven right when everyone else is wrong, and that warm inner glow won't save you. The January 2015 Queensland state election proved everything turned out to be just as bad as Mal Brough said it would be.

The first chance he got, in February 2015, he voted against his brother-from-another-mother Abbott. In September he voted against him again. The lack of press gallery coverage about Ashby (mainly protecting favoured source Christopher Pyne) must have lulled Prime Minister Turnbull into thinking Brough was cleared of the matter concerning Slipper's diary and other questionable behaviour. It was always a sad joke to put him in charge of electoral probity, and now it seems like the Prime Minister will have to find someone else.

The longer Brough stays as Special Minister of State, the less likely it is there will be an early election. A quick replacement would have been a clear sign the government was up to something. He is also Minister for Defence Materiel at a time when big procurement projects are up for grabs.

If Turnbull hadn't appointed Brough to the ministry, Brough would have joined the Abbott-Abetz sooks' club, and/or gone bonkers like Senator Macdonald.

Abbott allowed himself a chuckle as Labor finally started questioning him over Ashby-Slipper, at a time when even the press gallery would give them coverage for doing so. Abbott allowed himself a chuckle, as he does when others come under the scrutiny he has always escaped: a could-have-been Liberal leader mocked by a has-been.

The Australian Federal Police had all but dropped their investigation into the events surrounding the Speaker's diary until recently. I note, without making any allegation, that the minister responsible for the AFP is George Brandis. If this investigation damages the political careers of two of Brandis' ministerial colleagues (Brough and Pyne) while leaving his untouched, it could be a masterstroke worthy of House of Cards. If not, it could be the greatest own-goal in Australian politics since the Costigan Royal Commission.

Governments can lose a minister or two without affecting their ability to be re-elected. Turnbull knows this, as does any student of Australian politics. Predicting the demise of Brough or even Pyne will finish Turnbull is to over-egg the situation. Mind you, Mal Brough's whole political career has been empty hype on the part of the press gallery. Now that it is over, it is clear how insubstantial it was.

The nostalgia act

More than most journalists, political journalists get caught up on the idea that their work is "the first draft of history". Laurie Oakes has a particularly bad case of it. He embodies just under half of Australia's federal political history in his own person, and while his blind spots have been shared by others in the press gallery this is not to say that they do not exist, or are trivial.

What follows is not some sort of sledge on Oakes, but a demonstration of why the press gallery as a construct (including its construction of "doyens", the ultimate straw-men among people all too fond of building them) is such a lousy way to report to citizens about their government.

In this trip down memory lane, Oakes uses all his yesterdays to mislead his readers about political success - what it is and how to achieve it:
IN the valedictory speech marking his retirement from Parliament on Wednesday, Joe Hockey lamented “the Abbott government was good at policy but struggled with politics”. The first part of that sentence might be open to debate, but the political ineptitude of the administration in which Hockey served as Treasurer was there for all to see.

The Rudd and Gillard governments were also hopelessly ham-fisted when it came to the political basics.
When you go after a Liberal government, you apparently have to dump on Labor for "balance". To their credit, both Lenore Taylor and Laura Tingle rubbish the idea that the Abbott government was good at policy; maybe they can rise to the idea that the very prospect of an Abbott government was anathema to good policy, and that they should have called Abbott out ahead of time.
Everyone has seen Bill Shorten in action. The jury is perhaps still out on Malcolm Turnbull ...
Subtly writing Shorten off in favour of his fellow Packer retainer? So much for balance. But that's not where Oakes lets himself down. Most of his article is a book review gone wrong, where he does what a self-respecting political journalist must never do - what Taylor and Tingle didn't do with Hockey in the examples above - Oakes takes a politician at his word.

OK, he mainly quotes Keating, who seems a more substantial figure and somehow more vivid than many of those who came after him. Even so, he was wrong simply to quote Keating without matching his words to actual events:
On performing in Parliament Keating says: “It’s an art form. You’re on the stage. You must maintain the psychological control.

“Someone like Alexander Downer would step up to ask me a question ... I used to call Peter Costello the talking knee ... They’d all laugh. But those laughs are so off-putting and confidence-destroying.

“You must be winning in Parliament; you must keep the psychological hegemony, and that means when they come to ask you the questions, you have to have the answers and be psychologically in charge.”
Those references to Downer and Costello came in Keating's final term in power, 1993-96. Look at the video of Keating from that time and you see the glum faces behind him; they knew they were shot ducks, and however little or much a bit of levity might have punctuated the darkness it didn't change this politically or policy-wise one bit. Costello and Downer did not disappear into history like, say, Jim Carlton or Peter Shack. They replaced him and undid things Keating cared about.

Keating, his biographer Kerry O'Brien, and Oakes were all veterans in different ways of the 1980-83 parliament, the last term of the Fraser government. Any reading of Hansard, of contemporary press coverage, and of the growing range of books covering that period, forms a consensus that Fraser had an absolute psychological ascendancy in that parliament over Labor leader Bill Hayden and would-be Labor leader Bob Hawke. At one stage Fraser so rattled Hawke that the latter fled the House in tears. If you think that stuff really matters, look at the results of the 1983 election and consider: so much for psychological dominance. Neither Abbott nor Turnbull have achieved that level of dominance over Shorten, and would it matter if they had?

Performance in parliament has never been a duel of oratory or wit. The closest the Australian parliament has ever got to that was the sparring of two fine legal minds, Robert Menzies and H V Evatt, and even those engagements were rare and featured more pulled punches than telling blows. Even in Fraser's day, certainly in Keating's and more so now, "performance in parliament" is little more than the government asserting: we won, you lost, ner-nerny-ner-ner. If the government is behind in the polls the opposition might dish it back. Apart from that, assertions by Oakes and Keating about the importance of parliamentary dominance counts for absolutely bugger-all. Keating may not want to admit that as parliamentary performance is part of his legacy.

Parliament is Australia's best-subsidised but lamest performance space. Almost all of the great issues of our time are played out elsewhere, including at press conferences near but outside the actual House and Senate chambers. By the time the big issues reach parliament they have been premasticated and often predigested; they sit oddly in the mouths of those delegated by party machines to 'represent' us. The back-and-forth of Question Time elucidates nothing about the issues, nor about the personalities involved in public life today. The major parties put this on for their own bemusement; no tactical victory, real or perceived, is worth the revulsion and diminution of public interest in policy, politics, and politicians that results. You will know politics is changing for the better when it is abolished altogether.

Oakes took Keating at his word, and as a result Keating has less to tell us about modern politics than Oakes seems to imagine.

Laurie Oakes should be more than just some sort of polite reviewer of parliamentary theatre, or books thereon. All press gallery journalists should be - but apart from Taylor and Tingle none of them are. Parliamentary theatre is the sort of shitshow that makes real journalists suspect the story is happening elsewhere, an instinct that journalists assigned to the press gallery never had or which have to be dulled if you're going to get-along-to-go-along in that environment.

You can use your dotage to sharpen your perspective, like Oakes' and O'Brien's contemporary Alan Ramsey has, or you can become the jukebox of nostalgia like Oakes has become - lending his own fading brand to those of fading brands NewsCorp and Channel Nine, diminishing both in their power to tell us how we might be governed (and thereby diminishing their influence in determining outcomes). A masterclass in politics and journalism right there.

The press gallery should have foreseen that a government led by Tony Abbott, comprised of jetsam from the fag end of the Howard government, would scarcely be better than the government they replaced. Why did they get this so wrong?

On election nights - federal or state, including those for states I don't live in - you can find me watching the vote count coverage pretty closely. I've tried watching it with non-wonks but it just isn't the same.

My favourite point in election night coverage comes after the result is clear, and usually after winners have promised to govern for all and losers conceded gracefully. The representative of the winning party has usually buggered off to the official knees-up, while the loser-party representative sticks around for some home truths.

The need for message discipline has passed, but the individuals have enough self-composure not to lapse into furniture-tossing rage on camera. They lament the death of hopes of the party faithful. They hope that staffers and defeated MPs, people they have known and worked closely with, will find new jobs. They dread the trudge across the often harsh and barren ground of opposition. You see the flickering of ideas about recriminations and other own post-election plans, but they stop short of admitting them to the gently probing journalist. Stephen Smith played this role at the last federal election, and Mary Wooldridge at the Victorian.

It's a human moment in an often vast and impersonal process: good local members lose office defending decisions they had railed against in private, while smug clowns in safe seats stroll on and learn nothing. Statistical blather and played-strong-done-fine quotes fade to the background.

This is the point the press gallery has come to with the (impending) demise of Tony Abbott as Prime Minister. They really believed that Abbott had changed from the crass brawler who spent 20 years buzzing around the press gallery like a blowfly in a toilet. They believed it, and they insisted that every hairnet-wearing, truck-driving stunt was a great statesman itching to get on with the job.

They ignored Labor claims that Abbott would want to cut health and education and the ABC, because hey look here's a quote where he denies it! Take that, partisans! And that's all the analysis you need to do when you've pumped up a politician and his party, where the popular mood matches that of the press gallery - and just for a moment, the public seems to hang off your every word. Just like the old days.

This piece also delves back into the 'good old days', and it's a real pity it hadn't come out before now. I suspect there'll be a few more of these. We could have stopped him, we should have; and all the press gallery had to do was tell us the truth.


The fantasy was never real

David Marr said it best: Abbott could only ever be what he was, the crass brawler. The idea that he transcended it somehow was always rubbish. Everyone who believed otherwise was kidding themselves - and implicitly, those who pretended otherwise in the face of years of experience were engaged in a monstrous act of deception, of themselves and of their audience.

Even Marr could no longer pretend this simple political killing-machine was a more complex character than he appeared. In Political Animal Marr asserted that Abbott "abhor[red] racism". On 19 December, when the Lindt Cafe siege was underway in Sydney's Martin Place, Abbott honourably deflected calls to tie the event into wider themes of militant Islam. But hours after the siege had ended, and as recently as last Monday's National Press Club speech, there he was dogwhistling again: as though speaking in nuanced terms about cross-border Islamic politics is tantamount to violence.

Tony Abbott was never PM material. I thought he was so bad the press gallery would find him out, but they pretty much gave him a free pass. They all look like jerks now, Abbott hasn't vindicated them with some stellar statesmanlike performance. Even Liberals, who also knew what he was like, have stopped covering for him.

That's why he's finished. There's no-one left to cover for him: no phalanx of petty crime lawyers, no ranting Father Emmet Costello, no Packer or Howard; even Credlin, even Rupert Murdoch himself couldn't puff him up any more. The limited talents of Hockey, Dutton, or either Bishop just can't carry him.

Tony Abbott will be 58 years old this November: too old for rowdy-adolescent swaddling, but yet not ready for boards or consultancies or other roles occupied by adults. Do you reckon the next PM will make Abbott the last Australian knight? Me neither.


The fantasy is confusing

This blog's pet bunny Mark Kenny had pulled over and popped the bonnet to find steam pouring out of it on Friday. "How did it come to this?", he asked, not helping his quest with silly imagery:
There's an oil and water quality to the competing narratives in Canberra at present. On the one side, we see an executive which claims to be sublimely competent, united, purposeful, and uniquely suited to progressing the national interest.
There is no side; no oil, no water. Just because Abbott declared himself competent, the press gallery was not obliged to take him at his word.

No politician is ever entitled to be taken at their word. And yes, it is possible to stick by that principle without being snide or cynical.
Of course, the seeds of that discontent reach much further back than handing royal titles back to the very palace which hands them out.

Indeed, the malaise at the heart of Abbott's now beleaguered prime ministership is a function of the deliberately created culture of conflict and strategic supremacy his office projected from the start. That supremacy is now its most central embarrassment ... Rather than providing co-ordination and leadership, Abbott's office styled itself from day one as a gratuitous conflict machine. Its operation has been characterised by sidelining MPs, lecturing ministers, vetoing trusted adviser selections and the claim that it was uniquely placed to make sound political judgments.
Firstly, the maturity of explaining the position on titles stands in contrast to Julia Baird's wacky effort, which shows no subtlety to Australian politics and thereby patronises her New York audience. Maybe this is what you need to do to get published in the US's atrophying press, but it's no less sad for that. Give Kenny some credit for that, and see more on Baird further down.

Kenny should have explained the Prime Minister's office in greater detail, given that an earlier version of it had already unmade one occupant (Rudd). Someone with Kenny's experience should have seen the same signs emitting from that office and warned us all - but no, only once the show is over do we get this kind of story - the very sort of thing that explains the link between Canberra shenanigans and how you and I are governed.

Instead, Kenny told us how great Abbott was, how he'd really changed, how he was super-duper in every way over that double-act from before. It doesn't make you a partisan to call out bullshit journalism. It makes you a citizen and a consumer, refusing to put up with the kind of sloppy shit that is Mark Kenny's standard fare.


The fantasy is someone else's fault

When Laura Tingle is focussed on policy and judging politicians against it, there is no better journalist in the press gallery.

When not focused on policy, she comes out with this sort of thing, pretty much what everyone else says or does, hey it's the narrative what can you do.
For voters, it turned out that they really, really didn't know what he stood for – whether that was budget measures that they weren't expecting, or just how out of touch Abbott turned out to be on issues like knighthoods, changes to the Racial Discrimination Act, or funding for marriage counselling.

Voters had heard the slogans repeatedly endlessly: stop the debt, stop the taxes, stop the boats. But whether there was any underlying philosophy in among the slogans was unclear.
What Tingle is describing there is professional failure, on her part and by the rest of the clowns she calls her press gallery colleagues.

"Spin" is just a consistent message with which you disagree. Scientific research into diseases, treatments and preventative measures is "spin" to anti-vaxxers. Labor policy is "spin to Liberal supporters, and vice versa. Abbott was always spinning. It's just that you chose to believe him on the way up, and not believe him now that he's on the way out. Don't think you're being 'unbiased' or 'playing the game' when you're sometimes taken in by spin and sometimes not. Just describe what's going on.

Tony Abbott is entitled to talk his own book, as are the Coalition. It's the press gallery's job to do the analysis, to measure the big talk against other sources of information. Tingle is wrong to blame Abbott for spinning a web in which the press gallery found itself trapped, from which it is trying to extricate itself with varying degrees of success.

We'll decide what's spin and what isn't. When we threw out the Rudd-Gillard governments we threw out both baby and bathwater, because the press gallery talked up Abbott. The press gallery knew him better than anyone, so if he was the answer to the 'chaos' then the people took the gallery's word. Now with the departure of Abbott, there's much less baby and more bathwater than Tingle - and her press gallery colleagues - had led us to believe. People are angry at that, and the anger is partly but not wholly directed at the politicians.

This is Katharine Murphy's line:
Tony Abbott disappeared for me sometime in the middle of 2013. That’s not a hard deadline, but June is the last time I remember glimpsing the person I had watched and dealt with over years of political reporting.
Oh dear.

When you go back to Murphy's reporting around that time, you should see her expressing some puzzlement about The Real Tony versus The Tony I See Before Me - but, no.

Murphy has been known to keen about the imaginary 24-hour news cycle and yearn to get her teeth into some policy analysis - but like most of the press gallery she didn't go after the prospective Abbott government for its policies or lack thereof, and was quite content to pass off his blandishments as a more serious critique of government than anything she could muster.
Team Abbott could fool themselves that they had actually conquered chaos.
They could, but only with the connivance of people like Katharine Murphy. She's wise after the event of the Abbott government. She would deserve the credit that her readers and current employers give her had she been awake to Abbott at or during this time. It's all a bit late to take Abbott at face value and then decide in retrospect there was a facade that someone should have investigated.
The intoxicating power of that illusion cannot be underestimated in modern politics. Politicians crave control and certainty, because the old orthodoxies and rituals are busted. Disruption is now the only certainty. Modern politicians have become obsessed with fixes, with road maps, with gurus – not realising they are being led by false prophets, and sustained by false comforts.
If only there had been journalists to smoke out the false prophets and comforts.
The take-no-prisoners culture imposed inside the government created the bizarre cult of Peta Credlin, which was both vexed reality and collective mythology. The “witch in the office” began to loom larger than ministers, and project as a proxy for the prime minister rather than a conduit. The prime minister was rendered a sock puppet, and consented to his diminution.

Politics has a high tolerance for bastardry as long as the strategy is working. But the edifice began crumbling very slowly right from the start. The whole enterprise felt strangely vacant and unconvincing.
You should have told us so at the time. You were negligent not to. That "witch in the office" was actually the difference between Abbott being some crass brawler and the apparition of a thoughtful, sensitive man who could have made a very good Prime Minister. She was (no domestic connotations intended) the woman behind the curtain.
Abbott has always been a contrary figure, a complex person, and his stock in trade, aggressive simplicity, could only resonate when it was delivered in broad brushstrokes. The devil was always going to be in the detail.
That is nowhere near good enough as a piece of analysis. It isn't only the devil that's in the detail. Thousands of good people live and work in the detail of government policy - they're not devils, and it's stupid to report their lives and work in that manner. That detail is the stuff of journalism, not drifting from press conference to picfac wondering if a person you've known for years isn't morphing into someone else before your eyes.
Tony Abbott is trapped inside his own feedback loop ... his fortress ... his bunker ...
When someone mixes their metaphors like that, they no longer care whether or not what they are saying makes sense. Murphy could have warned us ahead of time what an Abbott government might have been like, an what we might have done to avoid it - but hey, no point killing yourself for a deadline, eh?


The proper use of anonymous sources




We are entitled to be told how we are governed.

Anonymous-source journalism was a big feature of the last government. It crowded out well-researched policy to which people were happy to put their names. It was sneaky and dishonest and made it look as though government was about something else than governing the country in its own best interests. Baird is great at research and explaining complex ideas, as her thesis-cum-book on women in political media shows.

Julia Baird cannot claim that she's protecting her job in the press gallery by keeping anonymous sources anonymous. She's based in Sydney, and comperes a game show where contestants talk past each other, add nothing to public debate, and win no prizes. She's playing the game but has forgotten, if she ever knew, what it's all about. That last tweet is a killer ("One MP is a Turnbull supporter, the other has a name starting with D; one MP cries in sad movies, the other is a passionate Tigers supporter" - you could go on and on like that, couldn't you). No wonder her articles on this country for foreigners are so wacky!

My local member is Liberal MP John Alexander. In all this hoo-ha you can bet a press gallery journo has heard from Alexander, and should be in a position to tell me and my neighbours how he is voting tomorrow. We should be able to lobby him, as we would for any other matter of public importance. The idea that Baird and others are protecting him in some way is silly and wrong. What great journalism ever came from petty confidences such as these?

It would probably be a waste of time. Alexander's media is full of his getting out and about and being consultative, etc. The fact is he turns up late to local events, gets his pic taken, talks briefly to the two or three people who run the event, and high-tails it out of there. He grimaces or winces at people rather than smiles: I just don't think he likes people and resents that great-unwashed aspect of his job. Why Baird feels the need to protect him, or any other incumbent, is unclear. Anonymous sources should only be for the big stories.

That said, I have read Baird's other pieces on anonymity and loss of control by the sorts of people who mentored her career, and how everyone on social media whom she has not already met is some batshit-crazy freak. From that I have reverse-engineered this cut-out-and-keep guide for all of you social media denizens who want to do things to Julia Baird's satisfaction:

The task of the press gallery

The press gallery failed in its role to properly scrutinise Abbott, just as it had with Rudd.

The ALP and Liberal Party respectively also failed, but that's another story; it's too easy to let the media off the hook when it comes to systematic failure. Indeed, letting it off the hook only lets it blame internet or whatever, and excuses its gaping and ongoing failures. The audience, the readership, the citizenry are mostly content to slip away from the failure of political reporting, and too few of the press gallery really miss them/us when they/we have gone, assuming they are vindicated by their employment and those (fools) who maintain them in that employment.

The press gallery can't all be like Niki Savva, who wouldn't hear a word of criticism about Abbott until her employers told her to Make Glorious Propaganda Against Running-Dog Abbott, whereupon she pivoted and the guy can't do anything right. She's not a journalist. Niki Savva can fuck off, and so can everyone who thinks "that's a bit harsh".

The task of the press gallery is to match what politicians say/do against objective, or at least respected, sources of truth. That's the job. The above do that to varying degrees but not nearly enough. They do not work harder than we outside the gallery work. They deserve no more excuses or allowances than the rest of us get in our jobs. If developing an ability to analyse policy, and assess politicians' words against that, will save your job - then why not do that? What else would you do? You can't seriously imagine the same old crap will be good enough ad infinitum.

When you grizzle about how hard you work, and cringe before the phantom that is the "24-hour news cycle", consider that Tony Abbott did his best - and his best wasn't early good enough, not even close. This should have been more obvious to the press gallery long before this.

*Grabs the press gallery by the lapels and shakes* You should have told us. You could have forwarned us. This, our country, did not have to be in this predicament.



Feeling sorry for Tony Abbott

Yes, seriously. I thought he was a dickhead when I met him in the '90s. But then, look at who he has to work with.

Abbott kept Arthur Sinodinos' job open for him for over a year (hell, the Liberal Party only gave Harold Holt a month). Abbott copped a lot of stick for that. To see Sinodinos turn on Abbott was pretty low - had he held his water and stood by the leader, he would have demonstrated the integrity his supporters insist is the essence of the man. I wouldn't give him any job after this.

It can be a tragedy when good, hardworking MPs lose their seats when a duff leader stuffs up the campaign. One of those who sponsored the spill motion tomorrow, Luke Simpkins MP, is a climate denier who wants to ban burqas. A more moderate approach to government will save his job; while a leader in line with Simpkins' values would see him lose his job. Politics is pretty funny, isn't it.


A final thought on Turnbull

Imagine if Turnbull had quit the Coalition front bench on any number of issues - climate change, gay marriage, the NBN or the ABC. Imagine he had spent the last 17 months on the backbenches. How would things be different? He wouldn't have missed the extra ministerial income. He would have shown that sucking up to Rupert doesn't make a lick of difference; when you're gone, you're gone. Someone like Peter Dutton could have achieved everything that Turnbull has done as Communications Minister. Turnbull would still be a contender for the leadership, just as Bishop would have piked it as she always does.

All those compromises, those heartfelt declarations of fealty to Abbott and his agenda, the one that can't be sold. What was it all for?
